Hawaii has apparently tied West Virginia at 49th place for voter turnout in the November elections.

The estimated 44.2 percent turnout in both states by a George Mason University associate professor is based on voting eligible population, which is a broader snapshot of participation.

Most accounts of voter turnout in the news media, however, are based on the number of registered voters who cast ballots. In November, turnout among registered voters in Hawaii was 62 percent, down from 66 percent in the last presidential election year in 2008.
